I managed to get the full screen working. I had to manually switch the 0 to 1 in the cfg file. (Whats weird, the Sega Genesis uses the same emulator. And no issues with full screen).
My biggest concern is controller set up. For some reason, I have to manually input it through the emulator. And I shouldn't. Of course it works. Draw back is exiting the emulator the proper way.

So its down to the controller cfg. That I must still tinker with. You would think it would be simple.

I start to play again Sega Cd games and I need a good suggestion of which Sega CD Emulator to pick for playing the games. I want a good one with good graphics and sound.

My best recommendation is Retroarch. You can run it by itself, or add it in the Menu for the front end.
